农村剩余劳动力转移培训投入机制研究的中期报告Thisisamidtermreportontheresearchofinvestmentmechanismforthetrainingofsurpluslaborinruralareas.BackgroundWiththerapiddevelopmentofurbanizationandindustrialization,China'sruralareashavebeenfacingtheproblemofsurpluslabor.Accordingtoofficialstatistics,thenumberofrurallaborerswhohavemigratedtocitieshasreached288millionin2019,whichindicatesthatalargequantityofrurallaborershavelefttheirhometownstoseekbetterjobopportunities.However,thequalityoflaborandthedeficiencyofskillsstillremainthemainhindranceforthemtohavestablejobsorgainhigherincome.TheChinesegovernmenthassetpoliciestoencouragethedevelopmentofruralareasandtomitigatetheimbalancesbetweenurbanandruralareas.Onekeymeasureistoinvestinthetrainingofsurpluslaborinruralareas,toenhancetheircompetitiveness,andtofacilitatetheirmobilityfromruraltourbanregions.ObjectivesTheaimofthisresearchistostudytheinvestmentmechanismforthetrainingofsurpluslaborinruralareas,toidentifythefactorsinfluencingtheinvestmentandtheirrolesplayedintheinvestmentdecision-makingprocess.Theexpectedoutputsofthisresearchare:1.Toprovideananalyticalframeworkfortheinvestmentmechanismforthetrainingofsurpluslaborinruralareas2.Toevaluatethedifferenttypesofinvestmentmodelsforthetrainingofsurpluslaborinruralareas3.Toassesstheefficiencyandeffectivenessofthecurrentinvestmentmechanisms4.TopresentpolicyrecommendationsforimprovingtheinvestmentmechanismMethodsThisresearchisbasedonliteraturereview,fieldvisits,anddatacollection.Literaturereviewisconductedtoanalyzethepaststudiesoninvestmentmechanismforthetrainingofsurpluslaborinruralareas,tosummarizethemajorfindingsandtoexaminetheresearchgapsinthisfield.Fieldvisitsareplannedtostudytheregionaldifferencesininvestmentmechanismforthetrainingofsurpluslaborinruralareas,tointerviewthestakeholders,andtocollectthefirst-handdata.Thedatacollectedwillbeprocessedtovalidatethehypothesesandtosupporttheresearchfindings.ExpectedResultsTheexpectedresultsofthisresearcharetheidentificationofthemainfactorsinflue
