城市自来水业的市场化改革与规制重构的中期报告【摘要】本文从市场化改革和规制重构的角度，对中国城市自来水业的中期改革进行了分析与探讨。文章首先介绍了城市自来水业的发展历程和问题现状，随后对市场化改革与规制重构的理论和实践进行了回顾和总结。在此基础上，本文提出了当前城市自来水业的五项市场化改革措施，即金融市场化，资产证券化，市场准入，竞争市场，民间投资市场化，并对规制重构中的机制创新和监管体系等方面进行了分析。最后，本文指出了城市自来水业改革仍面临的挑战和下一步的发展方向。【关键词】城市自来水业;市场化改革;规制重构;中期报告【Abstract】Fromtheperspectiveofmarket-orientedreformandregulatoryrestructuring,thispaperanalyzesanddiscussesthemid-termreformofChina'surbanwatersupplyindustry.Thearticlefirstintroducesthedevelopmentprocessandcurrentproblemsofurbanwatersupplyindustry,andthenreviewsandsummarizesthetheoryandpracticeofmarket-orientedreformandregulatoryrestructuring.Basedonthis,thispaperputsforwardfivemarket-orientedreformmeasuresforthecurrenturbanwatersupplyindustry,namelyfinancialmarketization,assetsecuritization,marketaccess,competitivemarket,andmarket-orientedprivateinvestment,andanalyzesmechanisminnovationandregulatorysysteminregulatoryrestructuring.Finally,thispaperpointsoutthechallengesfacedbythereformofurbanwatersupplyindustryandthenextdevelopmentdirection.【Keywords】urbanwatersupplyindustry;market-orientedreform;regulatoryrestructuring;mid-termreport
