关于我国森林碳汇资源所有权制度的思考的中期报告【摘要】本文对我国森林碳汇资源所有权制度进行了思考。首先，对森林碳汇的定义和特征进行了介绍，阐述了碳汇交易的意义和价值。然后，分析了我国森林碳汇资源现状，探讨了存在的问题，包括碳汇计量、监测、报告和验证等方面的问题。接着，从法律和制度层面，对我国森林碳汇资源所有权制度进行了分析和思考，包括森林碳汇资源的产权、交易制度等方面。最后，提出了完善我国森林碳汇资源所有权制度的若干建议。【关键词】森林碳汇资源；所有权制度；监测；报告；法律制度【Abstract】ThispaperreflectsontheregimeofforestcarbonsequestrationresourcesownershipinChina.Firstly,itintroducesthedefinitionandfeaturesofforestcarbonsequestrationresources,andhighlightsthesignificanceandvalueofcarbonsequestrationtrading.Secondly,itanalysesthecurrentsituationandissuesintheforestcarbonsequestrationresourcesinChina,coveringaspectslikemeasurement,monitoring,reporting,andvalidation.Next,thepaperexaminesandreflectsonChina'sforestcarbonsequestrationresourcesownershipregimefrombothlegalandinstitutionalperspectives,coveringpropertyrights,tradingsystem,etc.Finally,somerecommendationstoimproveChina'sforestcarbonsequestrationresourcesownershipregimeareproposed.【Keywords】forestcarbonsequestrationresources;ownershipregime;monitoring;reporting;legalsystem
