发电企业大气污染排放与治理策略研究的中期报告AbstractTheobjectiveofthisresearchistostudytheairpollutionemissionlevelsandcontrolstrategiesofpowergenerationenterprisesinChina.Inthisinterimreport,wefocusonthecurrentsituationofairpollutioninChina,theemissionlevelsofpowergenerationenterprises,andtheexistingcontrolpoliciesandmeasures.Throughliteraturereviewsanddataanalysis,wefoundthatpowergenerationenterprisesareoneofthesignificantsourcesofairpollution,mainlyemittingsulfurdioxide(SO2),nitrogenoxide(NOx),particulatematter(PM),andgreenhousegasessuchascarbondioxide(CO2).AlthoughChinahasmadesignificantprogressinreducingairpollutioninrecentyears,theemissionsofpowergenerationenterprisesarestillhigh,andtheairqualityinsomeregionsremainspoor.Theexistingcontrolpoliciesandmeasuresforpowergenerationenterprisesincludeemissionstandards,environmentaltaxesandfees,andthepromotionofcleanenergy.However,theimplementationandenforcementofthesepoliciesstillfacesignificantchallenges,suchasthelackofmonitoringandsupervision,insufficientincentivesforenterprisestocomply,andthelimiteddevelopmentofcleanenergy.Basedontheanalysis,weproposeseveralsuggestionsforimprovingthecontrolstrategiesforpowergenerationenterprises,includingstrengtheningthemonitoringandsupervisionofemissions,improvingtheenforcementofenvironmentallawsandregulations,establishingacomprehensiveincentivemechanism,promotingthedevelopmentandapplicationofcleanenergytechnologies,andenhancinginternationalcooperationandexchangeinairpollutioncontrol.Keywords:powergenerationenterprises,airpollution,emissionlevels,controlpolicies摘要本研究旨在探讨中国发电企业大气污染的排放水平和治理策略。在本中期报告中，我们重点关注了中国当前的大气污染状况、发电企业的排放水平以及现有的控制政策和措施。通过文献综述和数据分析，我们发现，发电企业是大气污染的重要来源之一，主要排放二氧化硫（SO2）、氮氧化物（NOx）、颗粒物（PM）和温室气体等，如二氧化碳（CO2）。虽然中国近年来在减少大气污染方面取得了重大进展，但发电企业的排放量仍然很高，一些地区的空气质量仍然较差。针对发电企业的现有控制政策和措施包括排放标准、环保税费以及清洁能源的推广等。然而，这些政策的实施和执行仍然面临重大挑战，如监测和监督不足，企业遵守的刺激不足以及清洁能源开发的局限性等。基于分析，我们提出了几点改进发电企业治理策略的建议，包括加强排放的监测与监督，完善环境法规的执行，建立综合的激励机制，促进清洁能源技术的开发和应用，以及加强大气污染治理方面的国际合作和交流。关键词：发电企业，大气污染，排放水平，控制政策
