基于准公共产品理论的我国高等教育成本分担比例问题研究的中期报告摘要：随着我国高等教育的快速发展，高等教育成本的分担比例成为了一个备受关注的问题。本研究以准公共产品理论为基础，从政府、高校和学生三个角度分析了高等教育成本分担比例的问题，旨在为政策制定提供参考。研究发现，高等教育是一个准公共产品，政府、高校和学生分别承担了不同的成本。政府应该承担高等教育成本的主要部分，高校应该承担一部分教学和研究成本以及部分管理成本，学生应该承担一部分学杂费以及个人生活费。但是当前的情况是，政府的投入不足，高校的负担过重，一部分学生负担不起高等教育成本，这种不平衡的状况需要引起重视。为了实现高等教育成本分担比例的合理化，政府需要增加高等教育的财政投入，完善高等教育的公共财政体系，建立起以国家公共财政支持为主的投入机制。高校可以优化管理体制，减少管理成本的支出，集中精力提高教学和研究水平。学生则需要通过努力提高学习成绩，争取奖学金和贷款等经济支持。总之，合理的高等教育成本分担比例是一个公平、有效的高等教育发展的基础，需要政府、高校和学生共同努力来实现。关键词：准公共产品；高等教育；成本分担比例；政府；高校；学生Abstract：WiththerapiddevelopmentofhighereducationinChina,theproportionofthecostofhighereducationhasbecomeaconcern.Basedonthetheoryofquasi-publicgoods,thisstudyanalyzestheproblemofcost-sharingratioofhighereducationfromtheperspectivesofgovernment,universities,andstudents,aimingtoprovidereferenceforpolicy-making.Thestudyfoundthathighereducationisaquasi-publicgood,andthegovernment,universities,andstudentsassumedifferentcosts.Thegovernmentshouldbearthemainpartofthecostofhighereducation,universitiesshouldbearsomeoftheteachingandresearchcostsandsomeofthemanagementcosts,andstudentsshouldbearsomeofthetuitionfeesandpersonallivingexpenses.However,atpresent,thegovernment'sinvestmentisinsufficient,universities'burdensaretooheavy,andsomestudentscannotaffordthecostofhighereducation.Thisimbalanceneedsattention.Toachieveajustcost-sharingratioofhighereducation,thegovernmentneedstoincreaseitsfinancialinvestmentinhighereducation,improvethepublicfinancesystemofhighereducation,andestablishaninvestmentmechanismsupportedprimarilybynationalpublicfinance.Universitiescanoptimizethemanagementsystem,reducetheexpenditureofmanagementcosts,andfocusonimprovingteachingandresearchlevels.Studentsneedtoworkhardtoimprovetheiracademicperformance,striveforscholarshipsandloans,andothereconomicsupport.Inconclusion,areasonablecost-sharingratioofhighereducationisthefoundationofafairandeffectivedevelopmentofhighereducation,whichrequiresjointeffortsofthegovernment,universities,andstudents.Keywords:quasi-pub
