PAGE\*MERGEFORMAT242020年4月19日城市社区管理中存在的问题及对策研究正文文档仅供参考，不当之处，请联系改正。摘要本文首先从城市社区管理解析人手，对城市社区的概念、强化城市社区管理的意义进行了探讨。随后立足中国城市管理的现状，对改革开放以来中国城市社区管理取得的成绩、存在的问题进行了系统总结并分析了存在问题的原因。文章认为，改革开放以来，中国城市社区管理有了长足进步。可是，由于计划经济体制的影响，中国城市社区管理呈现行政化、法制不健全、管理组织力量薄弱等缺陷，与城市社会转轨变型的趋势以及社区模式创新的要求格格不入，必须进行改革。文章以十六大精神为指导对进一步完善中国城市社区管理提出了构想，把西方发达国家城市社区管理的发展与中国城市社区管理状况的对比作为切人点，分析了中国城市社区管理改革的理论依据和驱动因素，提出了城市社区管理的构建原则和基本思路，并由此设想了完善城市社区管理的具体思路:健全社区建设管理组织体系、组建社区居民自治管理网络、创立学习型社区、大力发展社区服务、加强社区干部建设等，从而建立科学有序、先进高效的城市现代社区管理新模式。关键词：中国，城市社区，管理，问题，对策，研究；SummaryThisfirstanalysisfromtheurbancommunitymanagementstaff,theconceptofurbancommunities,andstrengthencommunitymanagementofthesignificanceofthecitywerediscussed.Thenbasedonthestatusofurbanmanagement,thereformandopeningupofChina'surbancommunitymanagementachievements,problemsweresystematicallysummarizedandanalyzedtheexistenceoftheproblem.Accordingtothearticle,thereformandopeningup,China'surbancommunitymanagementhasmadesubstantialprogress.However,duetotheimpactoftheplannedeconomy,China'surbancommunitymanagementpresentsadministrative,legal,andadministrationorganizationisweakandotherdefects,transformingandurbansocialtrendsandrequirementsofthecommunitymodelinnovationoutoftune,mustbereformed.ArticlesinCongressasaguidetofurtherimproveourmanagementoftheurbancommunityvision,theWesterndevelopedcountriesandurbandevelopmentandcommunitymanagementofthesituationofChina'surbancommunitymanagementasacutpointofcomparison,analysisofChina'surbancommunities,thetheoryofmanagementreformbasisanddrivers,proposedtheconstructionofurbancommunitymanagementprinciplesandbasicideas,andthusenvisagesimprovingthemanagementofspecificideasinurbancommunities:asoundsystemofcommunitybuildingmanagementorganizations,theformationofcommunityresidents'self-managementnetwork,tocreatealearningcommunity,tovigorouslydevelopmentofcommunityservices,strengthenthebuildingofcommunityleaderstoestablishascientificandorderly,advancedandefficientmanagementofthenewmodelofmodernurbancommunities.Keywords
