HYPERLINK"http://www.szshigu.com/484w.html"\t"_blank"道路交通安全法实施条例(英文版)OrderoftheStateCouncilofthePeople'sRepublicofChinaTheRegulationontheImplementationoftheLawofthePeople'sRepublicofChinaonRoadTrafficSafetywasadoptedonApril28,2004atthe49thexecutivemeetingoftheStateCouncil.ItisherebypromulgatedandshallbeimplementedasofMay1,2004.TheRegulationontheImplementationoftheLawofthePeople'sRepublicofChinaonRoadTrafficSafetyChapterI.GeneralProvisionsArticle1ThepresentRegulationisformulatedinaccordancewiththeLawofthePeople'sRepublicofChinaonRoadTrafficSafety(hereinafterreferredtoastheLRTS).Article2Allvehicledrivers,pedestrians,passengers,roadtrafficactivity-relatedentitiesandindividualswithintheterritoryofthePeople'sRepublicofChinashallabidebythepresentLaw.Article3Thelocalpeople'sgovernmentsatthecountyleveloraboveshallestablishandperfecttheroadsafetycoordinationmechanism,organizetherelevantdepartmentstoevaluatetheimpactofurbanconstructionprojectsonthetraffic,formulateanadministrativeplanningonroadtrafficsafety,determineanadministrativetargetandmakeanimplementationplan.ChapterIIVehiclesandDriversSection1MotorVehiclesArticle4Theregistrationsofmotorvehiclesshallbeclassifiedintoinitialregistration,modificationregistration,transferregistration,mortgageregistrationandcancellationregistration.Article5Whenapplyingfortheinitialmotorvehicleplateordrivingpermit,anapplicantshallfileanapplicationtothetrafficadministrativedepartmentofthepublicsecurityorganwherethedomicileoftheownerofthemotorvehicleislocated.Whenapplyingfortheinitialmotorvehicleregistration,anapplicantshallhavethemotorvehiclecheckedandshallsubmitthefollowingcertificatesandvouchers:(1)Theidentificationproofoftheownerofthemotorvehicle;(2)Thepurchaseinvoiceandotherproofsoftheprovenanceofthemotorvehicle;(3)Theconformitycertificateissuedwhenthewholemotorvehicleleavesthefactoryortheimportdocumentationoftheimportedmotorvehicle;(4)Theproofofpaymentofvehiclepurchasetaxortax-exemptiondocumentation;(5)Theproofofmandato
