PAGE\*MERGEFORMATiii研究生毕业论文论文题目：秦安林果优势产业发展研究班级形式：学员姓名学科专业：导师姓名、职称：论文工作起止时间：【内容摘要】秦安县素有“瓜果之乡”的美誉，上世纪80年代以来，历届县委、县政府立足县情，因地制宜，把发展以蜜桃、苹果、花椒为主的林果业作为调整产业结构、增加农民收入的重要措施，林果业已成为富民强县的一大特色优势产业。但是，林果优势产业发展中存在着种苗繁育体系建设、栽培模式和技术培训明显滞后落后、产业体系还不完善、生产经营组织化程度不高、科技支撑能力弱的问题，今后如何进一步做大做强林果优势产业，需要对产业政策的制定进行进行深入研究。本文首先以秦安县制定和实施林果优势产业政策的实地调查为基础，对当地林果优势产业的发展现状和发展历程进行了量化分析。其次，在产业政策理论的分析框架下，对秦安县林果优势产业政策的历史变迁和发展趋势进行了分析，研究了秦安县林果优势产业发展中存在的主要问题。最后，论文据此提出了秦安林果优势产业健康发展的思路、发展目标、战略定位、区域布局、发展重点和支持环节、保障措施。这项研究，将为秦安县林果优势产业政策的研究提供一个新的研究视角，对县域农业产业政策的制定和转变具有现实的指导作用。【关键词】林果优势产业产业政策【Abstract】TheQinanknownasmelonsandfruits,reputationsincethe1980s,successivecountygovernmentbasedoncountyconditions,localconditions,thedevelopmentofpeach,apple,pepperfruitindustryastheadjustmentofindustrialstructure,increasefarmers'importantmeasuresofincome,fruitFumincountyhasbecomeamajorfeatureofcompetitiveindustries.Fruitdevelopmentofcompetitiveindustries,however,therearesaplingssystem,cultivationpatternsandtechnicaltrainingsignificantlylagbehindtheindustrialsystemisnotperfect,thedegreeoforganizationofproductionandmanagement,weakscientificandtechnologicalsupport,howtodointhefuturebiggerandstrongerfruitcompetitiveindustries,theneedtoconductanin-depthstudyontheformulationofindustrialpolicy.Firstly,totheQinanformulationandimplementationofthefieldsurveyoftheindustrialpolicyofthefruitadvantageisbasedonquantitativeanalysisofthelocalfruitindustrydevelopmentadvantageandthecourseofdevelopment.Second,theanalysisundertheframeworkofthetheoryofindustrialpolicy,historicalchangesandtrendsoftheindustrialpolicyoftheQinanfruitadvantageanalysis,studytheQinanfruitdevelopmentofcompetitiveindustriesthemainproblems.Finally,thepaperputforwardtheideaoftheQinanLinfruithealthydevelopmentofcompetitiveindustries,developmentgoals,strategicpositioning,regionaldistribution,developmentprioritiesandsupportaspectsofthesafeguards.Thisstudyprovidesanewperspectiveandpracticalguidanceonpolicydevelopmentandtransformationofthec
