Chapter19CorporateControloftheMediaFinalDraftAugust2009Sofarinourdiscussionofdemocracywehavefocuseddirectlyontheinstitutionsofthestateitself:howelectionsareorganized,howtaxesaregathered,whatkindsofpoliciesarepursuedandopposed,andhowthefunctionsofthestatecanbeexpandedornarrowed.Butdemocracyisnotjustaboutwhathappensinthestate.Italsoconcernsawiderangeofissuescenteringinwhatisoftencalled“civilsociety”,theareasofsociallifeoutsideofthestatewherepeoplemeettodiscussissues,formtheirpoliticalviews,jointogetherforcollectiveaction.Acentralissueinthehealthofdemocracyconcernsthevibrancyofcivilsociety,andakeyissueforthisistheproblemofinformation.Fewpeoplewoulddisagreethatinformationispivotalforademocratic,freesociety.WhendictatorsseizepoweroneofthefirstthingstheydoisseizetheTVstationsandclosedownoppositionnewspapers.Asisoftensaid,afreepressisessentialforafreesociety.Morebroadly,thewaythemediaandcommunication--newspapers,magazines,television,radio,thearts,etc.–isowned,producedandcontrolledhaspervasiveconsequencesforthecharacterofpublicdebate,theattitudespeopleformtowardssocialissuesandsocialconflicts,andultimatelythepossibilitiesforvariouskindsofsocialchangetooccurinademocracy.Theproblemofhowthemassmediaiscontrolled,therefore,isafundamentalproblemforademocraticsociety.Attheheartoftheproblemofthemediaanddemocracyistheproblemofthecontrolovertheproductionanddisseminationofnews.However,otheraspectsofthemediaandcommunication,includingmovies,novels,music,theaterandtelevisionentertainment,arealsocriticalforpublicdebateanddemocracy.Theartsareoneofthekeywaysthatissuesofpublicconcerngetarticulatedandmadesalienttodemocraticprocesses.Rightafterclosingopposingnewspapers,dictatorscontrolthearts.Whileinthischapterwewillfocusonissuessurroundingthedemocraticpress,theanalysisisalsorelevanttobroaderquestionoftheproductionanddisseminationofideasandartinademocraticsociety.MARKETSANDTHEMEDIA1Whileeveryoneacknowledgesthata“free”pressisessentialfora“free”society,thereisco
