ChineseVersionRoadmapforNTHUFrankHsia-SanShuApril2004Thisisthesecondannualreportofmyadministration.Althoughphrasedintheformatoftheaccomplishmentsofthepastyear,thisreportisreallyalong-rangevisionforwhatTsingHuahopestobecomeasaGlobalUniversityofthetwenty-firstcentury.ThisreportistheUniversity’sresponsetotheroadmapexerciseconductedbydepartmentsandcollegesoverthepastoneandahalfyears.Asanoveralluniversitytask,therearemanyarchitectstotheresultantplan–departmentchairs,collegedeans,andmembersoftheupperuniversityadministration,particularly,thetwoVice-PresidentsofTsingHua,ChenHsin-HsiungandChenWen-Hwa.Iwouldliketothankallofthemfortheircontributionsandhardwork.I.20/20VisionInmyfirstannualreport,Iarticulateda20/20visiontobringTsingHuatotheranksofthetoptwentyresearchuniversitiesintheworldintwentyyears.Reachingthisambitiousgoalwillbeverydifficultforanalreadyestablishedinstitutionwithlimitedresources.ButitiscrucialtotheaspirationsoffuturegenerationsofuniversitystudentsinTaiwan.Summarizingourobjectivebytheslogan20/20isthusasuccinctexpressionofthetasksthatneedtobedone,theculturesandattitudesthatneedtobechanged,andtheresourcesthatmustbeallocated,ifTsingHua,oranyotherTaiwaninstitution,istobecomeaworld-classresearchuniversity.(Seetheaccompanyingarticle“BuildingWorldClassUniversities”writtenfordiscussionbyacademicandgovernmentalpolicyforums.)II.PreparationofRoadmapandIntegrationandReviewTheroadmapexerciseatTsingHuahasundergonethreephases.Thefirstphasewasthepreparationoftheroadmapsofindividualacademicunits–aSWOTanalysisoftheirstrengths,weaknesses,opportunities,andthreats–aprofilingofwhatthedepartmentshopedtolooklikeinpersonnelandphysicalinfrastructureinfiveandtenyearstime,andtheresourcesthatwouldbeneededtoaccomplishthesetasks.Thesecondphasewasthecolleges’collectionofthedepartmentalroadmapswithanintegrationandprioritizationoftheindividualplansbytheDeansattheCollegelevel.ThethirdphasewasareviewbyaUniversity-widecommittee,composedofformerTsingHuapresid
