江苏科技大学硕士学位论文区域科技创新服务体系构建及其服务能力实证研究姓名：张逾坤申请学位级别：硕士专业：企业管理指导教师：吴见平20070317摘要区域科技创新服务体系构建及其服务能力实证研究摘要构建有效的区域科技创新服务体系，以便提升区域科技创新能力，增强区域竞争力，促进区域经济的快速、稳定的发展，这既是理论研究的重要课题，也具有紧迫的现实意义。本文首先对国内外区域科技创新服务的理论基础和发展的现状进行了评述，分析了区域科技创新服务体系的特征与社会价值。在此基础上，建立了模块化的、新型的区域科技创新服务体系模型，对区域科技创新服务体系的构成模块进行了讨论。本文还探讨了区域科技创新服务体系服务能力的评级指标体系。对评估指标进行相关性检验、筛选后，运用SPSS中的因子分析法对2002～2005年江苏省沿江8个区域（市级）的进行了综合的评价分析，并以镇江市为例，就如何构建科技创新服务体系，提升科技创新服务能力提出了一些有益的建议。关键词：科技创新，创新服务体系，服务能力，评估体系，政策措施IABSTRACTConstructionofRegionalScientificandTechnicalInnovationServiceSystem（RSTISS）andServiceAbilityPositiveResearchABSTRACTInordertopromotethescientificandtechnicalinnovationabilityinthearea,tostrengthentheregionalcompetitivenessandtopromotethefast,steadydevelopmentoftheregionaleconomy,buildinganeffectiveregionalscientificandtechnicalinnovationservicesystem（RSTISS）isnotonlyanimportantsubjectoftheoreticalresearch,butalsoisanurgentrealisticvaluable.Thispaper,firstly,commentsonthetheoreticalfoundationandcurrentsituationofdevelopmentofdomesticandinternationalregionalscientificandtechnicalinnovationservice,analysisthecharacteristicsofRSTISSandthesocialvalue.Secondly,basedonthesaidstudy,anew-typeRSTISSmodelisbuilt,andtheinscapeofmoduleisdiscussed.Thirdly,thegradingindexsystemofRSTISSserviceabilityisprobedandthecomprehensiveappraisalanalysisin8riverineareasofJiangsuProvince(citylevel)fromyear2002to2005isgivenbyfactoranalyticapproachthroughSPSSsoftware.Lastly,Zhenjiangcaseisstudiedandsomehelpfulsuggestionsabouthowtobuildtheservicesystemofscientificandtechnicalinnovationandtopromotetheserviceabilityofscientificandtechnicalinnovationisputforward.Keywords:scientificandtechnicalinnovation,innovationservicesystem,serviceability，evaluationindexsystem,policiesandmeasuresII第一章绪论第一章绪论世界经济近20年来总体保持一定比率的增长，但不同国家间、同一国家不同区域间的差距在扩大。究其原因，主要是由于区域科技创新能力的差异造成的。区域科技创新能力日益成为地区经济取得竞争优势的决定性因素，成为区域发展的原动力。区域科技创新服务体系是否有效决定了该区域科技创新能力能否有效发挥。因此，如何构建合理有效的区域科技创新服务体系来提升区域科技创新能力，以增强区域
