城乡一体化中失地农民的就业问题及解决对策探讨摘要改革开放以来，特别是20世纪90年代以来，统筹城乡发展,是城市化发展的必然规律,是经济社会发展的总体趋势。中国作为世界上发展最快的国家之一,在破除二元结构、消除城乡差距方面取得了明显成效。随着我国城市化和工业化步伐的加快，农村集体土地特别是城郊农民的土地大量被征用，产生了为数众多的失地农民。由于制度性因素和农民自身因素的影响，农民失地后面临就业困难等问题，失业现象较突出，成为一个严峻的社会问题，对我国经济，社会，政治等方面产生了巨大的影响，建立和完善失地农民的就业保障制度已经成为迫在眉睫的问题。近些年来，理论和学术界有过关于就业保障问题的探讨，但很多是针对就业保障的某一方面，对失地农民的就业保障关注较少。在此背景下，本文运用系统分析法，动态和静态结合的研究方法，试图对我国失地农民就业问题做一个探索。文章共分四大部分：第一部分是导论，主要是对失地农民就业问题研究的背景及目的的概括，为后文的写作做了铺垫。第二部分是对失地农民就业情况的一个分析，在这部分里先描述了失地农民就业的困境，说明失地农民就业情况不容乐观，接着从主观和客观两个主要方面进行了原因分析。第三部分是分析当前可为失地农民提供就业保障的支持平台，并对这些平台做了具体可操作的建议。第四部分是对建立失地农民就业保障制度进行了宏观上的分析，提出了建立失地农民就业保障制度的政策建议，主要是两个大方面，一是建立促进失地农民充分就业的服务体系，二是建立有利于城乡衔接的失地农民失业保障制度。关键词：失地农民就业问题保障制度AbstractSincethereformandopeningup,especiallysincethe1990s,urbanandruraldevelopmentasawhole,istheinevitablelawofurbanizationdevelopment.Chinaasoneofthefastestgrowingcountryintheworld,inbreakingdualstructure,eliminatingthegapbetweenurbanandruralareashasachievedobviousresults.Alongwiththepaceofurbanizationandindustrialization,theruralcollectivelandespeciallysuburbanfarmerslandexpropriationingreatquantities,producedalargenumberofland-lostfarmers.Becauseoftheimpactofinstitutionalfactors,farmerslostgroundafterfacingproblemssuchasemploymentdifficulties,unemploymentismoreoutstanding,becomingaserioussocialproblem.establishingandperfectingtheemploymentsecuritysystemofland-lostfarmershasbecomeanurgentproblem.Inrecentyears,thetheoreticalandacademiccircleshavehaddiscussionaboutjobsecurity,butmanyareforsomeaspectofjobsecurity,lessconcernedaboutjobsecurityofthefarmers.Inthisbackground,thispaperusesthesystemanalysis,thecombinationofdynamicandstaticresearchmethods,tryingtomakeanexplorationontheland-lostfarmersemploymentproblemsinourcountry.Thearticleisdividedintofourmost:Thefirstpartisintroduction,mainlytotheproblemofland-lostfarmersemploymentresearchbackgroundandpurposeofthesummary,settingthestageforlaterwriting.Thesecondpartisananalysisoftheland-losingfarmers'employment,inthispartfirstdescribedtheland-lostf
