本科毕业设计(论文)外文翻译原文:AdiscussionofUKcommercialpropertyservicechargesReceived(inrevisedform):8thFebruary2009ABSTRACT:Ascertaintypesofpropertyhavebecomemorecomplexandcustomers’oroccupiers’perceptionsandexpectationshaveevolved,theservicesprovidedbytheownershavehadtobeimprovedcorrespondingly.Amodernservicechargemayincludeprovisionfortherecoveryofmanydifferentpropertiesorfacilitiesmanagement-relatedservices.Theexistingpracticeofservicechargesrecoveryforcommercialpropertiesisnottransparentenoughtoenablethetenantstounderstandexactlywhattheyarepayingfor.Theservicechargecostsmayincludeenhancementofthebuilding,whereitcanbejustifiedfollowingtheanalysisofreasonableoptionsandalternatives.Thepracticeofservicechargeshouldrestonachievingequitablebenefitsforbothparties:theownerandthetenant.Keywords:servicecharges;commerciallease;landlordandtenants;propertymanagement;sinkingfunds;reservefunds。COMMERCIALSERVICECHARGESDEFINEDAllbusinesseshavetopayforproperty-relatedoverheads,or‘runningcosts’(RICS,2008).Theobjectiveofaservicechargeistoenablethelandlordtorecoveralllikelyanticipatedexpenditurenotonlyforthepropertyinitspresentform,butalsoenvisaginganyreasonableextensionoralterationinthefuture(PhilpottandHicks,1994).Thebasicprincipleofservicechargesliesintakingtheperspectiveofboththelandlordandthetenant.Inmostcircumstances,bothpartiesviewtheimportanceofservicechargesdifferently,whichisdefinitelytotheirownbenefit.EdwardandKrendel(2007)showthatthelandlordwillwanttorecoverallexpenditurefromthetenant.Thetenantontheotherhandwilltrytolimittherecoverableitemstothenecessaryservicesfortheproperty.Martin(1981)definedservicechargesasthecosttoatenantinindemnifyinglandlordsagainstactualandanticipatedexpenditureontheprotection,maintenanceandreplacementofthosepartsandstructure,finishesandequipmentofthepropertyforwhichnotenantisdirectlyresponsible.Generally,theservicechargeapportionmentbetweenthelandlordandtenantarespecifiedinthelease.TheinappropriatenessofthisdefinitionwaspointedoutbyMcGee(1984),whenhestat
