山东科技大学本科毕业论文PAGE\*MERGEFORMAT47摘要农村社会养老保险制度是我国社会保障制度的重要组成部分，建立完善新型农村社会养老保险制度，不仅关系到农业、农村、农民的切身利益，也关系到我国全面实现小康社会的进程。积极探索完善符合我国国情的新型农村社会养老保险制度，对于保障农民切身权益、促进农村经济发展、建设新农村、构建和谐社会都具有重要的意义。本文首先分析了我国农村建立养老保险的迫切性，我国人口老龄化速度逐渐加快，农村老龄化速度和规模都已超过了城镇，加之农村近年来家庭养老功能的弱化以及土地保障功能的下降，农民对养老保险的需求日益高涨。回顾了改革开放以来我国农村养老保险的历史变迁，社会经济的发展、政府政策变化对新型农村建立养老保险制度的建立提供了必要条件。结合近几年新农保实施过程中出现的农民缴费意愿低、新农保基层经办力量薄弱、社保基金保值增值困难等问题，提出一些对策和建议。关键词：新型农村，养老保险，对策建议ABSTRACTRuralsocialendowmentinsurancesystemisanimportantpartofsocialsecuritysysteminourcountry,establishandimprovethenewruralsocialendowmentinsurancesystem,notonlyisrelatedtoagriculture,ruralareasandfarmers’vitalinterests,butalsototheprocessofourcountryrealizewell-offsocietyinanall-roundway.ActivelyexploretoperfectanewtypeofruralsocialendowmentinsurancesystemsuitabletoChina’snationalconditions,toprotectfarmer’svitalinterests,andpromoteruraleconomicdevelopment,theconstructionofnewcountryside,buildingaharmonioussocietyhasimportantsignificance.ThispaperfirstanalysestheurgencyofendowmentinsurancebuildinginChina,ourcountrypopulationagingspeedgraduallyspeedingup,theruralagingspeedandscalehaveexceededthetown,theruralfamilyendowmentfunctionweakenedinrecentyearsandthelandsafeguardfunctiondecline,farmersdemandforendowmentinsurancearegrowing.Reviewthehistorychangeofruralendowmentinsuranceinourcountrysincethereformandopeningup,thedevelopmentofsocialeconomy,governmentpolicychangesinbuildinganewtypeofruralendowmentinsurancesystemestablishmentprovidesthenecessaryconditions.Combinedwithrecentyearsanewtypeofruralendowmentinsurancesystemmaintainfarmerspaycostwilllow,appearedintheprocessofimplement,thenewfarmingkeepsorganizationofgrassrootspowervaluedifficultproblemssuchasweak,socialfunds,putsforwardsomecountermeasuresandsuggestions.Keyword:Thenewtypeofrural,Endowmentinsurance,CountermeasuresandSuggestions毕业论文（设计）原创性声明本人所呈交的毕业论文（设计）是我在导师的指导下进行的研究工作及取得的研究成果。据我所知，除文中已经注明引用的内容外，本论文（设计）不包含其他个人已经发表或撰写过的研究成果。对本论文（设计）的研究做出重要贡献的个人和集体，均已在文中作了明确说明并表示谢意。
