本科毕业设计(论文)外文翻译原文:ThefutureofFlemishsocialhousing1.AbstractBelgiansocialhousinghasahistoryofmorethan100years.Since1980housingpolicybelongstotheresponsibilitiesoftheregions.Inthisarticle,welookatsocialhousinginFlanders,thelargestofthethreeBelgianregions.ComparedtomanyEuropeancountries,theshareofsocialhousinginthehousingstock(5.6%)inFlandersislimited.Socialhousingissuppliedmainlybyprivateorganizations,whichworkwithinarathertightregulatorysystem.InvestmentsarelargelysubsidisedbytheFlemishgovernment.Thesocialhousingsupplyismainlytargetedtowardslowerincomehouseholds,whichpayincome-dependentrents.ThisarticlestartswithadescriptionofdifferentdefinitionsandmodelsofsocialhousingandthewaytheFlemishsocialhousingsectorischaracterizeduntilnowNextabriefhistoricaloverviewofsocialhousingpolicyinBelgiumandFlandersisgiven,thecurrentdebateonsocialhousinginFlandersisbrieflydescribedandrecentfiguresontheprofileofFlemishsocialhousingarepresented.InanextsectiontheFlemishsocialrentedsectorispositionedintheinternationalcontext.Thearticleendswithadiscussionofpolicyoptions.ThiscontributionislargelybasedonaresearchcarriedoutfortheFlemishgovernmentfirsthalfof2005.ThereasonbehindthestudywastheintentionoftheMinisterofHousingtoreformtheregulatoryframeworkofFlemishsocialhousing.TheresearcherswereaskedtoadvisetheMinisterconcerningdemarcationofthetargetgroup,theallocationsystem,rentsettingandthedegreeoflocalautonomyregardingrentsettingandallocation.CompleteresultsofthestudyareavailableinWintersetal.(2007).2.ModelsofsocialhousingTheterm‘‘socialhousing’’coversawiderangeofinitiativeswithinEurope,aimedatgoodquality,affordablehousing.Muchhasbeenwrittenintheliteratureabouttheneedanddefinitionofsocialhousing.MaclennanandMore(1997)claimthatsocialhousingisneededwhenthesociallydesiredneedsforhousingexceedtheeffectivelydesireddemandforhousing.Ingeneral,itisagreedthatthismeansaffordablehousingforvulnerablegroups.Afurthersearchoftheliteratureproducesvariousdefinitionsofsocialhousing(see,forexample,Oxley200
