一、浙江省GDP统一核算的背景TheBackgroundofUnifiedGDPAccountinZhejiangProvince一、浙江省GDP统一核算的背景（续）TheBackgroundofUnifiedGDPAccountinZhejiangProvince(cont.)二、浙江省GDP统一核算主要做法MainPracticesofUnifiedGDPAccountinZhejiangProvince(二)成立GDP核算领导机构。EstablishingGDPAccountLeadingInstitution(三)制定经济普查年度GDP核算工作方案，组织开展了经济普查年度各市GDP统一核算。WorkingouttheworkplanofGDPaccountintheeconomiccensusyear,andorganizingandconductingunifiedGDPaccountamongthecitiesintheeconomiccensusyear.为了做好第一次经济普查年度各市GDP的统一核算，省局核算处会同省经济普查办公室做了大量的前期准备工作，在经济普查初步资料出来后，省局核算处就对普查年度的GDP数据进行了初步核算，发现问题及时与省普查办、国家局核算司沟通。在《经济普查年度GDP核算方案》正式出来后，省局核算处积极参与国家对各省、市（区）GDP的统一核算，并以国家给浙江省核算的GDP数据为总控制数，与省经普办一起收集各市各行业经济普查资料，参照国家的核算方法，初步核算各市GDP数据，并于2005年11月23日至26日在杭州召开经济普查年度各市GDP统一核算会议完成对各市经济普查年度的GDP核算工作，达到省与各市汇总数据的基本衔接。长期以来各市汇总GDP数据比全省数据大的问题基本得到解决。TomaketheunifiedGDPaccountofthecitiesinthefirsteconomiccensusyearasuccess,theaccountdivisionoftheprovincialbureaumadeagreatdealofpreparationstogetherwiththeprovincialeconomiccensusoffice.Uponthecompletionoftheinitialdocumentofeconomiccensus,theaccountdivisionofprovincialbureaumadeinitialaccounttotheGDPdatainthecensusyear,foundproblemsandtimelycommunicatedwiththeprovincialcensusofficeandtheNBS.Afterthereleasingofthe“ScenarioofGDPAccountintheEconomicCensusYear”,theaccountdivisionofprovincialbureauactivelyparticipatedintheunifiedGDPaccountbythecountrytoprovincesandcities(districts),tooktheGDPdataprovidedbythecountrytoZhejiangasthetotalcontrolnumber,collectedtheeconomiccensusmaterialofthecitiesandthesectorstogetherwithheprovincialcensusoffice,andinitiallyaccounttheGDPdataofthecitiesbyreferringtothenationalaccountmethods.FromNov.23rdto25th2005,themeetingonunifiedGDPaccountofthecitiesintheeconomiccensusyearwasheldinHangzhou,integratedwiththedatasummarizedbytheprovinceandcities.Foralongtime,theproblemthatGDPdatabythecitiesbiggerthanthethatbytheprovincehasbeenbasicallysolved.(四)制定GDP核算下管一级方案。WorkingouttheScenarioofOne-level-belowResponsibilitySysteminGDPAccount(五)组织实施GDP核算下管一级方案。OrganizingtoImplementtheOne-level-belowm
