摘要医疗是技术与风险系数较高的行业，医疗的风险系数主要体现在复杂性、不确定性和必然性。为了保护医务工作者的合法权益，国家对此已经出台了相关的医疗责任保险制度。随着广东省医疗纠纷案件的不断增加，医疗责任保险发展存在问题值得分析。本文分析了广东省的医疗责任保险现状，对广东省医疗责任保险存在的参保率偏低、政府财政支持力度不足、强制医疗责任保险制度不够完善等问题进行了全面研究，其中为诊所特设保险种类，不同级别的医院设置不同的级别费率，为处理医疗纠纷的专门机构设立健全的措施。本文通过对参考文献的阅读和问卷调查分析，全文分为四个部分，第一部分是选题背景和文献综述，第二部分是广东省医疗责任保险的现状分析和研究；第三部分内容是以政府、医疗机构、第三方机制等方面来分析广东省医疗责任保险发展存在的问题。第四部分结合前文研究发现的问题，为解决问题提出有参考价值的可行性对策建议，也是为建立健全医疗责任保险发展制度提供思路，发挥其应有的作用，促进社会的稳步发展。本文以众多学者研究的全国医疗责任保险为基础，结合广东省实际进行选题，本文觉得有深入研究的必要性，针对广东省医疗责任保险的问题进行深入探究。关键词：医疗保险制度；保费；医疗责任保险；风险分担ABSTRACTMedicaltreatmentisanindustrywithhightechnologyandriskcoefficient.Theuncertainty,complexityandinevitabilityofmedicalrisk.Inordertoprotecttheinterestsofmedicalworkers,thestatehasestablishedmedicalliabilityinsurancesystem.WiththeincreasingnumberofmedicaldisputesinGuangdongProvince,theproblemsinthedevelopmentofmedicalliabilityinsuranceareworthyofanalysis.ThispaperanalyzesthecurrentsituationofmedicalliabilityinsuranceinGuangdongProvince.Researchonthelowinsurancerate,insufficientfinancialsupportfromthegovernmentandinsufficientcompulsorymedicalliabilityinsurancesystem.Amongthem,therearespecialinsurancetypesforclinics,differentlevelsofhospitalssetdifferentrates,andsoundmeasuresfordealingwithmedicaldisputes.Thisarticlethroughthereadingofreferencesandquestionnaireanalysis.Thefulltextincludesfourparts:thefirstpartisthetopicbackgroundandliteraturereview;thesecondpartcarriesonthedetailedexplorationtothepresentsituationofthemedicalliabilityinsuranceinGuangdongProvince;thethirdpartanalyzestheproblemsexistinginthedevelopmentofthemedicalliabilityinsuranceinGuangdongProvincefromthegovernment,medicalinstitutions,third-partymechanismandsoon.ThefourthpartputsforwardthecorrespondingcountermeasuresandsuggestionstothemedicalliabilityinsuranceofGuangdongProvinceinviewoftheexistingproblems,hopingtoperfectthedevelopmentsystemofmedicalliabilityinsurance,playitsduerole,andpromotethesteadydevelopmentofsociety.Basedonthenationalmedicalliabilityinsuranceresearchedb
